Northern and southern hemisphere moon symbols

Description

This is not about the individual 'annotations'/translations (which likely can be improved), but about the astronomical issue of northern vs. southern hemisphere view.

CLDR does not have a concept of hemisphere nor of latitude. So the closest seems to be country. Since (e.g.) Australia and New Zealand are in the southern hemisphere, the annotations for the moon phases need to be reversed for those countries (en_AU, en NZ) compared to the northern hemisphere (en).

For the northern hemisphere (en, and inherited, en_UK, en_IR, and many more), copied from current en.xml:

And the same kind of reversal need to be done for ALL "southern hemisphere" locales (i.e. with explicit or default southern hemisphere country). (Some countries "straddle" the equator, where one needs to decide which hemisphere appears to "dominate" for each such country.)

This is best done by a script at each "BRS" time, and reversed before copying data back to ST before each ST opening (otherwise translators will mess it up).

THAT is EXTREMELY unlikely to give any coherent result. It needs to be done programmatically as I said above: This is best done by a script at each "BRS" time, and reversed before copying data back to ST before each ST opening (otherwise translators will mess it up).

Note in addition, that the UTC effectively (and currently) has forbidden (though not using that word) (semi)realistic renderings of the moon symbols, allowing only plain (no landscape) graphics or fantasy (completely non-realistic) landscapes. That affects moon emoji symbol graphics from some emoji graphics producers.
