This Capitalisation Is Absurd. You Would Not Write Like That Under Any Normal Circumstances, So Why Here? Please Fix The Capitalisation Of These And Several Other Items. To Start With For English, But Other Languages Need Be Reviewed And Fixed As Well.

(Also review the use of plural "s". Looks odd to me.)

The transform names that are meant to be titles of an official transliteration scheme should retain title-like capitalization: Buckwalter Arabic Transliteration, German DIN Transliteration. Other transform names are more phrase like and descriptive; it makes sense for these to have more sentence-like capitalization (and yes, transforms→transform is probably better for these). So I changed these as follows:

	<type key="m0" type="prprname">Personal name transliteration variant</type>
	<type key="m0" type="unicode">Hex transform using Unicode syntax</type>
	<type key="m0" type="xml">Hex transform using XML syntax</type>
	<type key="m0" type="xml10">Hex transform using XML decimal syntax</type>

I only did this for English, the others should be updated in Survey Tool (I do not claim any authority on capitalization practice in other languages).
