While looking at the growth info, I noticed something and ran a little program. The columns below separate out the cldr values by inheritance status:

regular - normal case, value is present
inherit - the value is not present, and clients will inherit from parent (or sideways!)
redundant - the value is present but is identical to the parent's value (or sideways value). So it would have the same logical value if removed.
constructed - the value is purely constructed (only relevant to annotations).

The counts are purely number of fields, not storage (number of code units, but also ICU does sharing). So this is quite preliminary, but it might be that if we did more aggressive minimization (perhaps in a special version for ICU), we might be able to save some binary size. Would need further investigation.
