To support Tibetan Calendar, we need to add Tibetan Calendar type to CLDR.

Needs some investigation to determine how many bcp47 calendar names to support (for different epochs etc). Two different 60-year naming cycles are in use, one derived from the Chinese calendar and one derived from the Hindu calendar. In addition, three different cardinal year numbering schemes are used, with three different epochs (like the distinction between ethiopic and ethiopic-amete-alem calendars).

The actual calendar algorithm would need to be handled by ICU. Similar to Hindu calendar(s), probably add support at the same time.
