Plural rules syntax should support U+2260 NOT EQUAL TO (≠)

UTS #35 Part 3, Section 5.1 “Plural rules syntax” supports non-ASCII syntax, e.g., U+2026 HORIZONTAL ELLIPSIS (…) interchangeably with ....

However, the negated in_relation is only expressible as != (ignoring the compatibility syntax not in).
Since the syntax is not restricted to ASCII, it might as well support U+2260 NOT EQUAL TO (≠).

This ticket was inspired by ICU ticket 13838: ICU4J incorrectly documents support for .

I just wrote an independent parser for the plural rules. I would rather we don't do this, since it just makes parsing rules unnecessary more complex (although just slightly). If anything, the format should be tightened, since we don't use a lot of it.
