Description

numbers -> timeSeparator in latest cldr data is set to dot, but correct separator is colon. See: https://guides.service.gov.au/content-guide/numbers-measurements/#hours-and-minutes

This has been already changed to correct value, but reverted recently:

Changeset 12004 for en_AU.xml - timeSeparator removed (was .)
Changeset 12740 for en_AU.xml - timeSeparator set to :
Changeset 12799 for en_AU.xml - timeSeparator removed (: used by default)
Changeset 13571 for en_AU.xml - timeSeparator set to .

This will not affect very many clients, because the vast majority of them use the formats directly. But we should still fix it, and have a test: see ticket:11475
