Description

Hi there,

Re: UTS #35 LDML, Part 6: Supplemental, Section 2.1 Supplemental Territory Containment.

IMHO, the language used in the section is vague around some details:

Issue A) Vague naming of the set of entities and their subsets ("grouping")

In the beginning of the section "grouping" is used as the term for any item in this list, like in "shows groupings of countries (regions)."

Then, in the next paragraph, "grouping" is used in a more specific meaning, saying "Excluding groupings, in this tree: ..."

Then, later, this second meaning is split into two more different concepts:

1) as in "groupings that don't follow this regular structure" (the "regular"ness is not defined clearly, either).

2) as in "When the containment relationship itself is a grouping".

Aren't all of these items supposed to be "grouping"s!?

Issue B) Incorrect/out-of-date examples in the spec.

Specially for the confusing cases of status="grouping" and grouping="true", the example given is actually in conflict with the CLDR data.

From the spec, we have:
`
When the containment relationship itself is a grouping, it is marked with the attribute status="grouping", like this:
<group type="150" contains="EU" status="grouping"/> <!--Europe -->
`

From the CLDR XML files we have:
`

<group type="150" contains="154 155 151 039"/> <!--Europe -->
[...]
<group type="EU" contains="AT BE CY CZ DE DK EE ES FI FR GB GR HR HU IE IT LT LU LV MT NL PL PT SE SI SK BG RO" grouping="true"/> <!-- European Union, see http://europa.eu/abc/european_countries/index_en.htm -->

`

Would be great to address these issues somehow. Thanks!
