At this location: http://www.unicode.org/reports/tr35/tr35-11.html#Date_Elements
the dates element is specified like this:

<!ELEMENT dates (alias | (localizedPatternChars*, calendars?, timeZoneNames?,

However, the "dateRangePattern" element is missing.

Where spec is superset of DTD, bring back to committee for discussion.

dateRangePattern is deprecated but there is text in the spec that discusses it, so it should be in the LDML fragment. But there were several other places where the LDML fragments were out of date with respect to current non-deprecated elements, so I updated those:
draft/reports/tr35/tr35.html, 1.431
