Usage of commonlyUsed value for short generic non-location format

http://www.unicode.org/reports/tr35/#Date_Format_Patterns has various time zone display name patterns. Pattern 'v' is used for short generic non-location format, but no explanation whether commonlyUsed should be applied or not. We probably need another pattern for controlling the behavior.

Added the description "In the short format, metazone names are not used unless the commonlyUsed flag is on in the locale." for "v" in the Appendix F Date Field Symbol Table.

We do not support short generic non-location name from a meta zone without commonlyUsed flag off.
