Quotations from http://cldr.unicode.org/development/design-proposals/transform-keywords.

"ja-Kana-t-it-u-tm-ungegn-2007 the content is transliterated from Italian to Katakana (Japanese) according to the corresponding UNGEGN transliteration dated 2007"

Italian transliterated (approximately...) to Katakana does not turn it into Japanese. So the "ja" as the first subtag here is quite misleading. If it was Italian to begin with is still (distorted) Italian, though in a script next to never used for Italian (Japanese maps of, or geographic references to, Italy aside).

"und-Kana-t-und-cyrl the content source was Cyrillic, translated or transliterated to Katakana, but the mechanism was not known (or not specified)"

It seems here that not only the mechanism is unknown, but also the languages involved. Even worse, it seems to be unknown whether a translation was made or if it was a transliteration/transscription.

"en-t-fr-u-tm-mech the content was mechanically translated from French to English; the mechanism is unspecified"

This example seems unobjectionable...
