Add "ducet" collation value in TR35 table and supplementalMetadata

Currently there is collation data in root with type="ducet". However, this type is not listed in the TR35 key-type table, and is not listed in supplementalMetadata.

Add to cldr corrigenda (pointed to by LDML spec). Actually this is more like an erratum - add to that page.

Actually, there were three errors:

  1. "standard" is no longer the default UCA order, but a modified version thereof.
  2. "ducet" was missing.
  3. "search" was described as only available in some locales, when (like "standard" and "ducet") it is available in all.

What I did:

  1. Updated the Errata page at http://cldr.unicode.org/errata to reflect this.
  2. Edited UTS #35 to fix this; updated draft/reports/tr35/tr35.html to cvs version 1.442.
  3. Added "ducet" as a valid collation type value in supplementalMetadata.xml (changeset in this bug).

Per today's meeting, moved the errata to the CLDR 1.9 Release Note, and updated the Errata page to mention that.
