Voting for default English value makes survey tool think you are submitting new value

Go to German > Time Zones > America and open Acre/​short/​daylight
The default proposed value is "ACST (Acre)" but if you try to vote on that as vetter you get an error:

Warning: You don't have permission to submit this item: ACST (Acre).

It seems that the survey tool thinks you are actually trying to submit a new value. I'm wondering if it's the parenthesis that causes this as we seem to have trouble with punctuation characters in general this time around.

Split off the following into other bugs, for next release. (Put #2 on Known bugs.)
