Description

While resolving disputed items, I came across the case below.

This short alternative language name might not be available in a locale. For this specific one, Apple voted for the same term with the regular one, Google voted for the term with once character different from the regular one. The different between "语" and "文" is basically that the former one represents broader semantics of "language" and the latter represents "written language". So such distinction is not appropriate for "short alternative". In fact, we do not need "short alternative" value for this case. But I cannot delete these values in ST, I picked the same one (Apple's) to resolve the dispute.

I think we should not include short alternative in the ST, or at least, the instruction should be very clear (we may also use the base one of the locale as the seed - not English).
