SVN checkout needs to use GMT

I ran into the same problem when I tried to diff files from the release. The problem is that the date stamp for the release files are off by two hours from what I check out in SVN.

<generation date="$Date: 2011-04-27 20:24:47 -0700 (Wed, 27 Apr 2011) $"/>

That makes it impractical to do diffs to catch inadvertent changes. I'd like the date to always be set to GMT.

Unlike the Id keyword, which uses UTC, the Date keyword displays dates using the local time zone.

Id is in UTC but looks like $Id: calc.c 148 2006-07-28 21:30:43Z sally $
