Per the proposal in

https://sites.google.com/site/cldr/development/development-process/design-proposals/chinese-calendar-support?pli=1,

add support for cyclic year names:

  • LDML changes
  • spec changes
  • seed data
  • LDML2ICUConverter changes

This supersedes parts of old bugs cldrbug 1507: and cldrbug 2558:, and is needed in conjunction with cldrbug 4230: and for cldrbug 4232: Chinese calendar support
