I would like to populate a locale for the Volapük language. I need help to do it.

The following should be a suitable collation tailoring for Volapük
(omitting some administrativia at the beginning and end; in particular
omitting "validSubLocales", which should say "anywhere in the world"
but maybe not use 001...):

ő and ű (the Hungarian letters) are included, since that is also done for the
Scandinavian languages, due to the logical and visual similarity. a̋ (a with
double acute accent; as a combining sequence) is not, but maybe it should be
included (also in the tailorings for the Scandinavian languages), just for
"pattern completeness"...

I *don't* see the need to include the Hungarian letters; they are not used in Volapük. But there are six NEW letters under ballot now which should sort with ä ö and ü respectively:

Plural rules for Volapük seem to be the same as for English, German, and many other languages.

Well, we included them for the Scandinavian languages since they were
included already in the old Swedish collation standard. And there is no harm
to Volapük (nor the Scandinavian languages) having them included.

The plural in Volapük is -s.

Yes, but the interesting thing here is the numbers: "1" has one form, "0, 2, 3, 4, ..." has another (just as for English). That leaves open fractions (like 0.7, 1.5, 5.323). I'd suggest not to deviate from the majority of western European languages, treating them as plural (for 0.5 think "zero point five", not "half"). CLDR has basically nothing for grammatical cases other than nominal, except for some "special treatment" for some date formatting issues. Plural variants are requested for time units (second, seconds), and for currencies (pound, pounds). They are given one by one, not as an "add s" (or whatever) rule, that allows for exceptions.

What does this mean? Can I start uploading or inputting data, or...?

I note that I have not had any feedback from CLDR on this, apart from Kent Karlsson who wrote to me privately.

"Start in seed. Provide empty locale and add collation rules." is a note to myself about what to do. Before one can enter data into a CLDR locale, A CLDR TC member needs to do some editing directly in CLDR xml files to provide some structure, and I will do that in this case (and may have some questions for you before I do). I will plan to do this before the Survey Tool open for CLDR 22, which brings up the second point. Currently one can only actively enter data via the web into the CLDR Survey Tool during certain defined periods of time when Survey Tool entry is open for a particular CLDR release. The next time that will occur is beginning Feb. 29, as you can see from the schedule posted on the left sidebar at http://cldr.unicode.org/.

The plurals, as mentioned above, are similar to en and de. Also there is a preliminary collation mentioned above. I'm attaching the XML provided by Michael Everson which contains the exemplar and some date format data. We would like to submit this for locale "vo" (without any subtags) rather than as "vo-GB".
