Casing Warnings

We get a bunch of errors like the following (for fr.xml).

Warning: The first letter of 〈Mouh.〉 is titlecase, which differs from the majority of this type: lowercase


What is happening is that that is an inherited value, and is not translated for French. We would reduce some of the chaff for users and ourselves if we omit emitting casing warnings for calendars that the locale doesn't use.

This is not inherited. This is the French translation for a month in the Islamic calendar; it is data actually in fr.xml. This is a valid warning and should be addressed via the Survey Tool. The warning is functioning correctly as designed.

There were already some submitted entries in lowercase - and some spelling changes - that were more consistent with what various French sources (e.g. Wikipedia) had for the names of the months anyway, so I just voted for those.
