consider tertiary CEs for some characters

Consider changing the CLDR collation root mappings of some characters from completely ignorable CEs to tertiary CEs, so that they add minor differences to their base characters.

For example, tertiary CEs might be appropriate for Hebrew cantillation marks and points.

Consider this set of characters:
[[:uca3=:]-[:Cc:]-[:blk=Tags:]-[[:DI:]-[:Mn:]]-[\u034F]] grouped by gc
