Exemplar city for Asia/Shanghai should be Beijing

Description

Although the IANA timezone data uses Asia/Shanghai to designate the timezone that includes Shanghai and Beijing (perhaps because when the database was established, Shanghai had the largest population), that is just an internal name; there is no requirement that the user-visible exemplar city for that zone be Shanghai. And in fact this zone is normally referred to in China as "Beijing time". The exemplar city should be changed to be Beijing, not Shanghai.

In some cases the default exemplar city is derived from the last element of the IANA/Olson zone name, so we may need to add an explicit entry in root and/or en to override this. Then we may need to invalidate all of the existing exemplar city data for Asia/Shanghai.

With the "preferredZone" data specifying Asia/Shanghai to be PRC's primary zone, "Shanghai" won't be no longer appeared in zone display names, unless exemplar city name is explicitly requested. Therefore, this issue became less important now. Moving out from 24.
