LDML search collator: define semantics

Steven asked how a search collator differs from a sorting collator. LDML (UTS #35) only says "A special collation type dedicated for string search".
Please add text to LDML describing the intended semantics of a search collator.
This is what I wrote; I am not sure if this is correct or complete:
search collator tailorings are mostly like the regular ones, but they only care about "equals" and not really about "order", they add language-specific equivalences (there is only one German search tailoring but it includes ae sorting like ä as in German-phonebook sorting), and they reduce some complexity that's not needed for "equals" (we suppress Thai visual-order contractions).
