Deprecate singleCountries in main locale data, move the data to supplemental data

Description

singleCountries element is supposed to be used for formatting time zone's generic location name. A zone included in the list is dominant for the region, so such zone should use country name for its generic location name even there are other canonical zones available in the same region. For example, Asia/Shanghai is displayed as "China Time", instead of "Shanghai Time".

singleCountries uses attribute to list such zones, therefore, locale inheritance does not work quite well (#1297). In addition to this, this specific data is probably locale neutral. For these reasons, I propose to deprecate singleCountries and move the equivalent data to a new supplemental data file - zoneTable.xml

Below is the brief structure of the proposed contents -

Note

  • This supplemental data file provides a supplemental info for the tz database's zone.tab
  • For now, we just want "representative zone by region" data. But we may want to add some other time zone meta information in the same file (for example, geo information in other forms, etc..) in future. For this reason, <representativeZones> is a sub item in <zoneTable>

We want to disentangle the different elements of supplementalData.xml, so this should go elsewhere. Maybe metaZones.xml?

CLDRFile.getExcludedZones() uses this, called by CLDRFile.isPathExcludedForSurvey()

Refined proposal

  • Creating a new file just for this small supplemental data seems a little bit excessive. Because this data is exclusively used for time zone display names, for now, I propose to put the data in supplemental/metaZones.xml.
  • Revised DTD for this data as follows:

Zones removed from the previous <singleCountries> list.

  • Africa/Bamako Only the single zone in Mali (ML)
  • America/Godthab This zone covers most of population in Greenland. However, from geographical point of view, this zone only covers west half of Greenland and there are some other zones at some locations (mostly rural area) on the east coast. Therefore, this zone America/Godthab is also called West Greenland Time.
  • Europe/London Only the single zone in United Kingdom (GB)
  • Pacific/Tahiti Tahiti is an island in French Polynesia (PF). There are two more zones (using different offset) in French Polynesia - Pacific/Marquesas and Pacific/Gambier. Although, areas covered by the zone Pacific/Tahiti has more than 90% of French Polynesia's population, French Polynesia consists from several groups of small islands divided by multiple zones. Also, I don't think "French Polynesia Time" is better than "Tahiti Time", because I think the location "Tahiti" would be better recognized by people than "French Polynesia".
