There is still no keyboard layout for Dzongkha (dz-BT) in CLDR.

Although there is no keyboard layout for Dzongkha currently included in the Microsoft Windows or Apple OSX operating systems there is a standard keyboard layout for Dzongkha which was first developed and published in 2000 (and updated in 2009) by the Dzongkha Development Commission of the Royal Government of Bhutan.

This keyboard layout had been included in most distrinutions of Linux since 2004 (in XFree 86) and the Dzongkha Development Commission has implemented it for both OSX (as an XML file) and for MS Windows (using MSKLC).

For over a decade this keyboard layout has been in universal use throughout Bhutan for typing Dzongkha, Tibetan and other languages written in the Tibetan script. It differs substantially from the standard Tibetan (bo-CN) keyboard layout - which is not used in Bhutan.

Many people outside Bhutan have also adopted the standard Dzongkha (dz-BT) keyboard layout for typing Tibetan text as they find it easier to learn and use than the standard Tibetan (bo-CN) layout.
