Description

The documentation provided for this new element in CLDR 23 was VERY skinny, and I would like to see it explained in a much better way ( i.e. what do H, h, K, mean in this context? ) It would be much better to say things like "h" means "12 hour clock is preferred", "H" means 24 hour clock is preferred, and you certainly need to explain what "K" means...

Basically, I think we want to point to the date format table for the definition of each of these mean (and all 4 need to be allowed). That is,

if the preferred format is K, then that means 1-24 hour format is used.
