Mexican metazone names

In the tz mailing list, Tobias Conradi pointed out the localized zone names for metazone America_Pacific and America_Mountain Mexico are not appropriate for Mexico.

The Wikipedia article Time in Mexico below illustrate the issue.

Zona Pacífico (Pacific Zone) covers the states of Baja California Sur, Chihuahua, Nayarit, Sinaloa, and Sonora (the equivalent of Canadian and U.S. Mountain Time Zone).

Zona Noroeste (Northwest Zone) covers the state of Baja California (the equivalent of Canadian and U.S. Pacific Time Zone).

For now, es.xml contains -

I'm not sure this is specific to Mexico, or Spanish in general.

Propose to add 3 new metazones, as follows:

The current metazone mappings would then be as follows: America/
Mexico_City, Cancun, Merida, Monterrey, Bahia_Banderas -> Mexico_Central
Matamoros -> America_Central
Mazatlan, Chihuahua, Hermosillo -> Mexico_Pacific
Ojinaga -> America_Mountain
Santa_Isabel -> Mexico_Northwest
Tijuana -> America_Pacific

We will have to go back to the IANA TZ database to figure out the historical, as there are some transitions.

For es_MX.xml, we will probably want to tweak the translations so that "Mexican" is understood for the Mexican zones ( i.e. the Spanish equivalent of "Central Time" for Mexico_Central, and "North American Central Time" for America_Central ).

Overall, some work, but not too terrible.

Approved - not splitting out Central time zone at this time ( will make a separate ticket to answer that question ). John to work with Peter/Frederik to get necessary translations, esp. for Spanish.
