Dutch 'nl' exemplarCharacters should have j-acute

Description

Dutch spelling uses the acute on vowels to indicate emphasized syllables. When using digraphs both letters get an acute. See http://taaladvies.net/taal/advies/tekst/16/

Which letters receive an accent mark?
Sounds which are written with two letters receive two accents, for example: máát, héél, vóór, dúúr, zéúren, níét, móét, fláúw, nóú, kléín, erúít.
The diphthong ij also receives two accents, but it is difficult to give an accent to the letter j with a wordprocessor. Therefore the second accent mark is usually dropped: blíjf, míj, zíj, wíjten.

This means the Dutch 'nl' default examplarCharacters should be

[a á ä b c d e é ë f g h i í ï {ij} {íj\u0301} j k l m n o ó ö p q r s t u ú ü v w x y z]

If not, {íj\u0301} should at least be in the auxiliary exemplarCharacters.

By the way, would bugs like this one also apply to cldr/keyboards data?
