Add a regex-based test to validate the duration patterns entered in the Survey Tool.

And eliminate the current "⁅same as english or code⁆" warning if the pattern matches English, because for 95+% of locales it *should*match the English pattern. I think this warning was the cause of the bad patterns in 16 locales that were the subject of cldrbug 6382:
