Description

This is a follow-on to cldrbug 6572: which adds some compounds (which change the reading of the first character) to the pinyin collators. We need to update the Han collator generation tools to take a list of compounds in which the first character has a different reading than it would alone, and generate the appropriate collation entries (figuring out what the preceding character with the same new reading should be, based on stroke count & radical.
