discourage comments on fixed tickets

It may be good to put some note on the comment form for tickets which are closed, something like:
"This ticket is closed - your comments might not be seen in a timely manner if it remains closed.. For fixed tickets, please file a new ticket (as it may not be possible to amend a ticket which has gone into a release). For tickets closed but not fixed, please reopen the ticket so that it gets attention".
Also it would be nice to completely prevent (or at least hide the HTML- don't need to over-overengineer it) reopening of tickets by anonymous users, if there are any commits on the ticket.
Unfortunately, 'fixed' is a resolution, not a state. Closed is a state. So it's not just a matter of setting permissions on the state change.
