    private static final String BASE = CldrUtility.BASE_DIRECTORY + "keyboards/";

This type of code (picked at random) makes it impossible to load configuration data at runtime.

values such as BASE_DIRECTORY are not available at static init time in the Survey Tool.

replace all such usage (especially of CldrUtility fields) with function calls
