Move some exemplars characters from main to aux.

In doing an action for http://www.unicode.org/reports/tr39/proposed.html, I was supposed to double-check against CLDR data. When doing so, I found some oddities, so I checked to see which characters in the main exemplars are not in any other CLDR field.

Based on the feedback I've gotten, I'd recommend the following changes.

Make the following aux instead of main:

  1. According to TUS, these look to be primarily historic, and should thus be in aux.

  1. The following characters are in CLDR exemplars for Ngomba (jgo). This just appears to be a mistake, since it appears that Saltillo was for representing native American languages. I was able to find http://fr.wikipedia.org/wiki/Ngomba, which would seem to indicate that the use of \u02BC instead.

Concerning point 3, use of letter D with hook in Kako, our Kako linguists provided the following usage examples:
We do indeed have the implosive d (d with a hook). And it is distinctive.
For ex «ɗiɓɔ numey» means to close the door.
«diɓɔ numey» means to steal the door.
«Ɗumɔ yumbɔ», crushing the manioc.
The ɗ is also part of the sound ɗy like in «ɗye», eating or «ɗyanɔ», intelligence.

Yes, I can fix. (Note, Mark's comment was in response to an e-mail query I sent: "The bug mentions moving some characters from main to aux exemplars, but it looks like the chars in item 1 were just removed from the main exemplars (without being added to aux). Was that the final intent or should they have been added to aux?")

OK, I have added to aux exemplars the characters removed from main that were not digits (i.e. in Tigre, 1369-1371 should not be in the exemplars at all, and for Vai, A620-A629 should not be in the exemplars at all). The aux exemplars are correctly sorted for all of the additions.

I have also filed cldrbug 8251: to address the remaining languages from item 3 not already handled here.

John, since Mark made the original changes and I updated the aux exemplars, can you review?
