Fixes related to http://www.unicode.org/reports/tr35/tr35-dates.html#Date_Format_Patterns

  1. Quarter

Quarter - Use one or two for the numerical quarter, three for the abbreviation, or four for the full name.

Documentation should mention QQQQQ would be used for the narrow name.

  1. Week of Year

Documentation should explicitly mention ww specifies padding.

  1. Week day

E..EEE should be abbreviated name, EEEEEE should be short name. Should fix documentation.

Consider emphasizing that numeric weekdays are always one digit, so zero padding is irrelevant.
