E..EEE should be abbreviated name, EEEEEE should be short name. Should fix documentation.

Also, consider emphasizing that numeric weekdays are always one digit, so zero padding is irrelevant.

The part about padding for numeric fields that only have one significant digit applies to other fields and should be handled consistently, split out cldrbug 7067: for that issue.
