Question, should we add to the punctuation characters U+2E43, Dash with Left Upturn, which has been accepted for encoding by UTC and is now in the pipeline?

Not at this time. For CLDR 25, only characters that are in Unicode 6.3 should be in the locale. You should file a separate ticket for the new Unicode 7.0 characters and we can add them in CLDR 26.
