Description

The by-type charts for the index exemplar characters use a single sort order per script in each table, probably the root collator sort order.

For the index exemplar characters, I think it would be useful to sort by the language's default sort order, and use only a single column for items that are primary equal. We could still group multiple languages together, if they have the same sort order for their script.

I think that's trying to build too much into that chart. What I'd prefer to do is have a collation chart for each locale (there's a bug on that).

I think the index charts and collation charts are related but independent, and both useful. The index characters chart is not very useful when it is not based on the matching sort order. I submitted this ticket when I looked at the chart and found it confusing.

The exemplars chart serves multiple purposes, and one of them is to compare the use of characters across locales. For that, you cannot maintain sort order.

Anyway, moving this to v26.
