Supplemental metadata language aliases should include extlang subtags

Our current language aliases in supplementalMetadata do not include all of the necessary extlang combinations in order to properly canonicalize BCP47 subtags. For example, in the IANA registry we have things like:
%% Type: extlang Subtag: hsn Description: Xiang Chinese Added: 2009-07-29 Preferred-Value: hsn Prefix: zh Macrolanguage: zh
But we don't have :
<languageAlias type="zh_hsn" replacement="hsn" reason="deprecated"/>
in the metadata.
These could be generated from CountItems or could even be put in by hand if we don't think they are likely to change.
