Asia/Aqtobe is golden zone for two metazones

Timezone Asia/Aqtobe is golden zone for two metazones and according to golden zone invariants: "Each zone has at most one metazone for which it is golden."

Correction: it is golden zone for three metazones:

<mapZone other="Kazakhstan_Western" territory="001" type="Asia/Aqtobe"/>

There are similar occurrences with several others.

I guess this happens because of the time period when they were active. Maybe the documentation should make it clearer.

Just added a note explaining a single time zone can be a golden zone of two different metazones if no overlaps.
