Hawaiian (haw_US) short dates should use Roman numerals for month

Hawaiian short dates actually use Roman numerals. For example, March 9, 2004 should be 9/III/2004. This is a shortcoming in the current haw_US locale.

I think we can specify different numbering systems for parts of a short date...

would it work to do:

You're right, Peter. Specifying the following should do the trick (although I would test in ICU first):

<dateFormatLength type="short">
        <pattern numbers="M=roman">d/M/y</pattern>

See the description under the definition for lā₂ at http://www.trussel2.com/haw/haw-l.htm#la. Looks like it should be "M=romanlow" for month.

Hmm, NewLdml2IcuConverter does not currently handle this properly, and just skips writing the short date format to the icu resource DateTimePatterns array, leaving it with the wrong number of values.
