Request to add plural ruleset for Puinave

Helping the Puinave (pui-CO) community get started with l10n and we'd like to register a plural ruleset (fortunately an easy one).

Rule is
Form 1: 0, 1
Form 2: Else

There are no rules as yet for negative numbers or fractions, the language has not reached that stage of formal linguistic development yet. I'm copying in Larry (on whose behalf I'm filing this bug).

We need more information to do this, including minimal pairs (http://cldr.unicode.org/index/cldr-spec/plural-rules) and consideration of fractions

We also suggest considering adding minimal data (see comment:1)

We have just done a minimal dataset for LibreOffice which we can submit to CLDR too. Attaching.

Regarding fractions, this is not possible. The language has no concept of fractions at this stage in its development of technical registers.

But please address the comments in number one and two with minimal pairs.
