Simplify/clarify contextTransforms structure

Split out of cldrbug 6837:

Part 1: Consider allowing the contextTransformUsage type attribute to take a list of types, so that

        <contextTransform type="uiListOrMenu">titlecase-firstword</contextTransform>
    </contextTransformUsage>
    <contextTransformUsage type="tense">

        <contextTransform type="uiListOrMenu">titlecase-firstword</contextTransform>
    </contextTransformUsage>
    <contextTransformUsage type="type">
        <contextTransform type="stand-alone">titlecase-firstword</contextTransform>
        <contextTransform type="uiListOrMenu">titlecase-firstword</contextTransform>
    </contextTransformUsage>

could compress down to

    <contextTransformUsage type="calendar-field tense type">
        <contextTransform type="stand-alone">titlecase-firstword</contextTransform>
        <contextTransform type="uiListOrMenu">titlecase-firstword</contextTransform>
    </contextTransformUsage>

Part 2: Consider renaming some of the type attribute values given in http://www.unicode.org/reports/tr35/tr35-general.html#contextTransformUsage_type_attribute_values. In particular, the "tense" value is misnamed.

Decided not to do part 1, this data is not presented to users, and the compression would make it harder to look up data.

For part 2, can change "tense" to "relative", and "type" to "keyvalue".

Affects the casing data too.

Also need to add a type for RBNF number-spellout names

And note the current "displayName" and "displayName-count" types are too generic, since they apply only to currency names

Proposal for the type attribute values used for <contextTransformUsage> and <casingItem> (see http://www.unicode.org/reports/tr35/tr35-general.html#contextTransformUsage_type_attribute_values):

  • change "type" to "keyValue"
  • change "tense" to "relative"
  • change "displayName" and "displayName-count" to "currencyName" and "currencyName-count"
  • add "number-spellout" (needed for formatting RBNF output, but not for casing checks)

Compatibility: These attribute values are not in the DTD. They were originally added for CLDR 21. We can document the changes, but I am not sure what else we need to do.

OK, announced on list, updated the spec, updated the data and tools. Will add to download page for CLDR 25 final when we have one. Also added the "number-spellout" transform data for English.
