Lithuanian short date format

This is split out of cldrbug 6856: and filed on behalf of Mark

Google has gotten a bug report that for Lithuanian (lt), date formats using abbreviated months should not be used. The long and MMMM formats can be used:
long -> yMMMMd -> "y 'm'. MMMM d 'd'."
But the medium and MMM formats should map to a numeric form:
medium -> yMMMd -> "y-MM-dd"

This affects the standard formats and the availableFormats (for the latter, need separate items for skeletons with MMM and skeletons with MMMM)

medium or MMM-skeleton formats use numeric month

for the formats that need G, get the location of G from the generic formats.

otherwise duplicate the existing format for numeric month
