Maltese collation reverses some case pairs

collation/mt.xml has <settings caseFirst="upper"/> and rules like &[before 1]c<Ċ<<<ċ. This is wrong -- the uppercase forms should always follow the lowercase/mixed case on tertiary level, and the caseFirst=upper setting then inverts the case bits. With the current tailoring, when a user sets caseFirst=off, the sort order will get scrambled.

Updated. Also tried to make the a bit more consistent. (It matches da.xml's treatment of aa/AA for example.)
