The options for the converter are complicated, since they all seem to need to be aligned. For example, to get the breakiterators, you need something like:

-s ${workspace_loc}/cldr/common/segments
-d ${workspace_loc}/Generated/cldr/icu/brkitr
-p /Users/markdavis/workspace/icu4c/source/data/xml/brkitr
-t brkitr
-g /Users/markdavis/workspace/icu4c/source/data/brkitr/brkfiles.mk

To change that to (say) supplemental data, it is unclear exactly how to change each of these parameters so that they are all aligned in the same direction.

You should be able to give (say) the source and target directory at a high level, and the type (optionally), and have NewLdml2IcuConverter fill in all the gorpy details, eg

-s ${workspace_loc}/cldr
-d ${workspace_loc}/Generated/cldr/icu
-t brkitr
