This takes a little while to start up. Right now, it reads all the files in the supplemental and bcp47 directories (and you can find out which paths are not processed).

We could refactor so that it is more file-based. That way, only that file needs to be read if that is the only service needed.

We also have a longstanding bug to split up supplemental(Meta)data.xml into different files. That would play into this, since we can, for example, have all of the territory info in one file, so if you don't need it you don't have to load it.
