Replace remaining hard-coded locales in Files

Those hardcoded locales that corresponded to the Modern set of Cldr that were hard-coded were replaced as part of the work done for ticket 7073. However, a few files are left which still hard-code a set, but where the set does not correspond entirely to the Modern set. These uses need to be reviewed separately, for each file:

  • org.unicode.cldr.draft.Misc
  • org.unicode.cldr.util.PathDescription

The method getLocaleCoverageLocalesRegex(String organization,Set<Level> choice) in StandardCodes will give a String separated by vertical bars of the requested locales (this functionality was introduced in Branch ribnitz_CLDROrgTools_7073, and might not be available in the trunk)
