Description

In the past, when a locale has wanted to change the time separator, say from period to colon, there have been data items that vetters missed and we had inconsistent data.

This ticket is to suggest that we have the time separator in one place in the survey tool and use a variable for all the time format entries to ensure consistency.

Hmm, there may be different separators for time of day vs time durations, and also different separators between hours-minutes and between minutes-seconds.

Perhaps better would be a consistency test with a warning.

We've been coming around to resurrecting a time separator variable, to help with consistency across stock, available, and interval formats.

Suggest using ⊙ U+2299 CIRCLED DOT OPERATOR as the timeSeparator variable in patterns,
And having a separate character for durations (maybe ⊡ U+22A1 SQUARED DOT OPERATOR)
