TC level user cannot change attributes of users under their own organization

As a TC level user, I can't change the e-mail address or name of users under my organization. This would be useful at least for making corrections, without having to be an "admin" user.
- Status changed from new to assigned
- Component changed from unknown to survey
- Priority changed from assess to major
- Milestone changed from UNSCH to 26dvet
- Owner changed from anybody to srl
- Type changed from unknown to defect
