Thai date formats with weekdays

Description

I think the Cldrbug:7785 do not describe clearly.
Original:
When you use a date format with weekday (like the date format have year, month, day and weekday not just weekday), you should be careful. You should write a char “ที่” after weekday name.
Pay attention, this only happen when you use the full weekday name, but you do not need the write the "ที่" after weekday name when you use the short weekday name.
For example: (note G era designated per ticket Cldrbug:7784)
the date format with full weekday name:
EEEEที่ d MMM G y
วันอาทิตย์ที่ 10 กุมภาพันธ์ ค.ศ. 1980

the date format with short weekday name:
E d MMM G y
อา. 10 กุมภาพันธ์ ค.ศ. 1980

we need two different date format to make a distinction between format with full weekday name and format with short weekday name, like:
<dateFormatItem id="yMMMEd">E d MMM G y</dateFormatItem>
<dateFormatItem id="yMMMEEEEd">EEEEที่ d MMM y</dateFormatItem>

I provide attachment of the changes in Thai.
I hope someone could change and check, the change works fine in icu4c on Android Devices.

I took the general ideas here and generalized them (without using G with yMMM in Gregorian), as follows:

  • This does *not* make the proposed changes to add G the the gregorian standard medium date or in the availableFormats items with yMMM, see discussion in http://unicode.org/cldr/trac/ticket/7784#comment:2
  • It *does* however, add or update availableFormats/intervalFormats items to Gregorian for yMMMM (and yQQQQ) to have G per that discussion.
  • It also changes buddhist and generic to add availableFormats/intervalFormat items for EEEE parallel to the gregorian changes.
  • Also, for intervalFormats with year+era, we really want the era only on the *first* year of the range, not on both or just the last one.
