Infinite loop in LDML2ICUConverter numberingSystems

Description

When trying to convert the numberingSystems.xml data, LDML2ICUConverter is getting hung in an infinite loop. Appears to be on the "brah" numbering system, which should be skipped anyway, since it is draft="provisional"

This happens on cygwin and cygwin64 systems.

This problem can be "fixed" or at least dodged, by properly ignoring draft="provisional" and draft="unconfirmed" data when converting supplemental data, just like we do for all the other types of data.

Shouldn't this be controlled by an icu-config.xml line, as we do for regular ldml:

		<exclude xpath="//ldml/.*" draft="provisional"/>
		<exclude xpath="//ldml/.*" draft="unconfirmed"/>

Per John the convention in the new ldml2icu converter is to make the distinction there.
