Fix English ordinal rules to allow roundtripping

Description

The new changes from icubug:10880 provides the ability roundtrip the RBNF ordinal rules for English. I'd like to use this new rule syntax to fix this issue.

Here are the current English rules that do not roundtrip correctly:

1: st;
2: nd;
3: rd;
4: th;

%digits-ordinal:
-x: −>>;
0: =#,##0==%%digits-ordinal-indicator=;

Proposed English rules:

%digits-ordinal:
-x: −>>;
0: =#,##0=$(ordinal,one{st}two{nd}few{rd}other{th});

Currently "1st" is parsed as the value 121, which is wrong. It should be 1.
