Fix data for exceptions in #7490

The exceptions showing up in ticket:7490 appear to be due to bad data.
We shouldn't (of course) be throwing an exception in DAIP, but we should have a test that catches these...
- Owner changed from anybody to googler
- Priority changed from assess to major
- Status changed from new to assigned
- Component changed from unknown to tools
- Milestone changed from UNSCH to 27dsub
